The Hiring Incentives to Restore Employment (HIRE) Act of 2010 was signed into law by President Obama on 18 March 2010. Included within the HIRE Act are a number of provisions known as the Foreign Account Tax Compliance Act (FATCA). FATCA is meant to address perceived abuses of US law via the use of foreign accounts, investments and structures. This article discusses how the FATCA may provide further transparency in the world financial system, and why it is much less certain that its tax compliance and revenue raising goals will be met
