- This book on the Dutch ruling practice answers essential questions about ruling policy. These issues frequently occur in practice. Dutch ruling practice has always been able to adapt to the changing standards of the time. On 1 July 2019, for example, the renewed ruling practice came into force. The author has split the content into two parts to ensure the readability of the publication. The first part outlines the Dutch ruling practice. This is done based on the following four lines of development: Decentralised ruling practice (until 1 January 1991), Centralised ruling practice (1 January 1991 to 1 April 2001), APA/ATR practice (1 April 2001 to 1 July 2019), College Internationale Fiscale Zekerheid (from 1 July 2019). Part two contains a collection of policy decisions, Parliamentary letters, answers to Parliamentary questions and other documents relating to the new ruling practice as of 1 July 2019. Besides, the author dissects the most important facets of previous ruling practices
