- The new customs law of the European Union (EU). The Union Customs Code (UCC) is part of the modernization of customs and serves as the new framework regulation on the rules and procedures for customs throughout the EU. While the substantive provisions of the UCC enter into force on 1 May 2016, it is necessary to have a transition period before full implementation can be achieved. This is primarily due to the fact that there is a need to develop new IT systems or upgrade existing ones in order to fully implement the legal requirements. Therefore not all of these systems will be in place on 1 May 2016. This transition period lasts until 31 December 2020 at the latest. This handbook provides a comprehensive examination of the new legislation
