- This volume, which is the result of a May 1995 conference in Washington, brings together some of the world's leading scholars and policymakers to discuss various tax reform alternatives, pros and cons of various approaches, potential benefits from tax reform, and serious issues raised in considering tax reform. The essays shed light on five major tax reform proposals now finding strong proponents in Congress: flat tax, value added tax, national retail sales tax, the Nunn-Domenici USA tax, and a hybrid progressive consumption tax.
