- The 1979 Constitution of Nigeria reduced federal grants to the States while increasing their responsibilities. Several States have now introduced sales taxes. This booklet discusses whether the States have the constitutional power to impose sales taxes and whether such power is restricted by the existence of guidelines from the productivity prices and income board. In conclusion it suggests guidelines which the States should follow in enacting sales tax laws
