- In this article, which is the author's edited comments from a December 1, 2020 presentation to the European Parliament's permanent subcommittee on taxation, the author argues that harmful tax practices hurt EU states and other countries. He makes a case for the use of effective tax rates as an indicator of how much multinational corporations actually pay in taxes and an alternative to the criteria of the EU blacklist
