The purpose of this article is to help practitioners identify all the federal tax administrative requirements that have been heaped on aliens arriving in, or having some contact with, the United States. In turn, it may help alleviate penalties for improperly filed or omitted tax returns, which penalties have grown more intense of late. This article focuses on a practical listing of duties, actions, and filing dates that nonresident aliens and persons who have not yet become permanent residents must be concerned about, and the essential content of the forms they have to submit and where and by whom they are filed. The last part of the article comments on how the system might be improved
