- Part 1 of this article (Dec. 2015) discussed the efforts of the G77 and China, representing about 134 countries, to achieve an upgrade of the U.N. Committee of Experts on International Cooperation in tax matters (U.N. Tax Committee) into an intergovernmental organization, and the international tax issues that developing countries must consider, emphasizing five major issues. This part 2 concludes the article, focusing on another five major issues, and also questioning the role of civil society organizations
