The European Co-Operative Society (SCE) was established after the European Economic Interest Group (EEIG) and the European Company (SE). As with the EEIG, the main goal of the European Co-Operative society is to improve the well-being, financial and otherwise, of its members. However, like in the SE, profitability is also pursued by its members. 132,000 co-operative enterprises existed in Europe in 2001, with 83.5 million members, mostly active in the primary sector of agriculture, fisheries and forestry. France, Italy, Germany, Spain, Belgium and Austria have the most co-operative enterprises, while the Netherlands and Sweden represent almost none. As co-operative enterprises are considered an important part of the European economy, the regulation 1435/2003, and the Directive 2003/72/EG on the SCE and its employees offer a legal framework specifically suited for co-operative companies to facilitate cross-border activities and abolish legal obstacles in the common market. The European Regulation 1435/2003 defines this legal framework, leaving it to the national legislators to fill in the details. The regulation entered into force on August 18, 2006. However, it has taken Belgium another three months to elaborate on the abovementioned details. Belgium did so in its Royal Decree of November 28, 2006.
