Summary
Judgment by the European Court of Human Rights (ECHR) dated 23 May 2006. From 1995 until 2004 the applicant was subject to a travel ban, which prevented her from leaving Bulgaria, on account of her failure to pay a tax debt. She complained that the travel ban infringed her right to leave her country under art. 2 of the Fourth Protocol to the European Convention. The ECHR held that her right had been infringed, broadly on grounds of lack of proportionality
