Summary
The most significant amendments in the Reform Law deal with the taxation of capital markets in Israel, reduction of tax rates on ordinary income and capital gains, and international taxation, whereby the territorial-based tax system will change to a personal one based on residence. Israeli residents will now pay tax in Israel on all income, whether sourced in Israel or abroad, while foreign residents will continue to be taxed in Israel according to specified source rules
