- The book focuses on the ethical utilization of funds in the public services. The author addresses the need for integration of ethical principles in the public administrator's curriculum. The first part describes the history of public administration, functions of government and structuring of public budget in USA. Further, it explores definition of ethics and related approaches, such as natural rights, virtue, common good and justice. The third part looks at types of public budgets and the related budgeting processes. In addition, revenue options for public budget are explained, including taxation, intergovernmental relations, and debt administration. A separate chapter is devoted to the budgeting in the non-profit sector. In the last part of the book, the author discusses existing professional codes of ethics, such as Network of Schools and Public Policy, Affairs and Administration (NASPAA) and American Society for Public Administration (ASPA)
