Insurance has proved to be a difficult subject for designers of value added tax systems. With the exception of Israel and New Zealand, countries adopting a VAT have chosen to exclude both life and general insurance from VAT, resulting in a system where an insurer bears an unrelieved VAT on its purchases of taxable supplies and services. Among the causes of this unhappy state of affairs is the fifficulty of determining the value that is added in insurance transactions. The author analyses why such difficulty occurs and how various countries have responded to the problem
