There has only been one serious attempt by a government in New Zealand to challenge the century-old charitable purposes exemption from income tax when, in 1987, the Hon Roger Douglas tried but failed to abolish the concession. It was not so much the objections of the charity sector that had this result; rather, it was a lack of will by the Lange Government of the day to follow through on this aspect of Mr Douglas's Economic Package of 17 December 1987. However, until it was clear that Mr Douglas's threat would not be carried out, the sector faced an unprecedented period of insecurity. It appears that the issue died a natural death, there being no evidence of a consultative committee report by Dr Don Brash on the subject, as had been intimidated. However, it was not only the charitable purposes exemption from income tax that was under threat, as Mr Douglas had also proposed to remove the donations concession that had been introduced by hte National Government only 25 years earlier, in 1962. That initiative by Mr Douglas also failed and, as with Gladstone's attempt to remove the charitable purposes exemption in England in 1863, the issues were ignominiously buried in the history of the taxation of charities.
